This starts getting into SAG rules.  I used the term Regular for a reason, that is the SAG term for someone who appears in every or "almost" every episode and subsequently is credited in every episode as a "Starring".  A Guest Star is someone who appears in a single episode or a few in a season, while a Recurring is a Guest Star in more than a few episodes but not enough to be a Regular.  If you've ever seen an actor's resume, you'll see their roles broken out this way.  From what I understand SAG has specific rules for determining these based on percentages of episodes in a season they appear in.

You'll sometimes see someone become a Regular and start getting credited as such part way thru a season because the writers and producers keep them around long enough.  Same thing happens in reverse too, but usual that's planned in advance.  It also means that as you are going thru IMDb, if you see someone with a (Credit Only) for some episodes then they are a Regular. 

Something to watch out for are "Special Guest Stars".  Sometimes they really are just high name recognition guest stars and calling them that is part of the package to get them to take the part.  But every once in a while its a perk given to someone who is really a Regular.  If you remember the old 60s show Lost in Space, Jonathan Harris who played Doctor Smith in every episode was always billed as a "Special Guest Star".  The original plan for the show was for Smith to only appear in the first few episodes, so he started as a Special Guest Star.  Harris wanted to stay on the show so he started playing his character as something other than a villian.  It worked, the writers kept Smith around but they kept the Special Guest Star billing.  (In fact, Harris in interviews had claimed credit for creating the Special Guest Star label because of this.)
