The problem is that it is too simple for something as complex as HSX
It is basically the "Slow Bleeder" strategy taken to extremes with 24/7 monitoring to get the best benefit. The problem with recommending as a single, key-to-success strategy is the statement "Compelling Reason to Hold LONG or NOT AT ALL" with no definition of what is a compelling reason - do compelling reasons include the following?:
Price is less than H$1.00 (Penny-stock strategy)
Price suddenly rising at midnight (Reset trading strategy)
The problem with arguing that 90+% of stocks trend in any direction is there there is no sense of time - a stock can trend upwards for a week or longer, but still trend downwards over months.
There is no doubt that ROTO is a highly skilled trader, but to put it any success down to this single simple strategy is misleading - it is a combination of strategies and understanding when to apply each one which brings success.
