So the end result delta from MTC to OW is not looked at when dealing with the rule? Just the fact that the OW is either lower or higher
than MTC (based on RS's guess), even if it's by a negligible amount?

The rule is: if MTC is significantly greater than RS, the OW will be greater than MTC. Similarly, if MTC is significantly less than RS, the on Feb 28, 09:23
