Though if "talking the talk" means bad directors get projects over good directors, that wouldn't explain the gender imbalance
that exists in reality. Unless there's a similar gender imbalance in talking the talk - eg the people making the decisions about what movies to make and what directors to work on them are more receptive to "male" stories and male directors. So ultimately, it comes back to gender.
And if that's the problem, then we're back where we started - thinking about quotas for female directors, or a similar solution, like changing the people who make decisions about what movies get made and what directors get hired.
