Politico: 200 million registered voters this year

Looks fishy to me:
2008: 131/146 = 89.8% of registered voters who voted that year.
2016: 89.8% of 200m = 179 million voters potentially this year. That's an enourmous increase over '08 and '12 of about 130m each.
Voters and (turnout%)
1980: 86.5m (52.8%)
1984: 92.6m (53.3%)
1988: 91.6m (50.3%)
1992: 104.6m (55.2%)
1996: 96.4m (49.0%)
2000: 105.6m (50.3%)
2004: 122.3m (55.7%)
2008: 131.4m (57.1%)
2012: 129.2m (54.9%)
Looking at the wiki page for voter turnout https://en.wikipedia.org/.../Voter_turnout_in_the_United... I'd guess that 2016 will have between 240 and 250m eligible voters. Even giving a very large range for turnout this year, given the 2008 registered vs actual voter data (I don't see data for any other years), we should see:
2016: 160-179m (64-74%)
Which would be the highest turnout since at least 1908. Going by wikipedia at least.
