From TB: The last actor to be linked to the role was Ewan MacGregor, who appears to have quietly dropped off of the project

The role was initially to be played by Johnny Depp opposite Jean Rochefort as Don Quixote, but Rochefort suffered an injury during the first part of filming. The set and equipment were then washed away by flash floods that destroyed all of the previously filmed material.
