Video game company is setting up its own movie studio to make a cinematic universe of its video games with its first big budget movie based on an IP expected within the next 2 to 3 years with no writer announced, no director announced, no cast announced, no release date announced, and no shooting schedule announced.
Development = there is work being done on the project
Concept = there is no longer any work being done on a project or an idea was announced but there was information about it moving forward in any way.
Right now, if the video game company can set up a movie company and get distribution then they can hire somebody to write a script and when they get a script that they like then they can hired a director and cast and crew and then they can set a shoot date....
"As for the Call of Duty movie, it sounds more like a hopeful idea at this point. At the Investor Day conference, van Dyk said there was a “near-term initiative” to develop what he described as “a robust cinematic universe based on the Call of Dutyfranchise.” If we could stop trying to create cinematic universes before there’s even a first movie, that would be great."

"Video game publisher Activision Blizzard announced the formation of their own production studio, and with it comes plans for a Call of Duty cinematic universe.
No, we’re not making this up. Calling it a "near term" plan, the game publisher/film studio expects to produce multiple Call of Duty films with some potential for television projects as well. The first release is planned for 2018 or 2019, though it’s unclear if work on the first film is currently underway or if things are just getting rolling now."

"A similar venture didn't work out for Microsoft. After two years, the company closed its Xbox Entertainment Studios in 2014. The division had been tasked with creating series based on such Microsoft game franchises as "Halo," ''Forza" and "Gears of War.""
