Don't studios earn $$$ from theatres through a percentage of box office sales? If the theatre is giving free movies...
to federal employees, they woudn't be receiving any revenue from the box office... therefore they wouldn't have to give the studios ANY $$$ for those free movies. Is that how it works?

In general yes, but as part of their rental agreement theatres have certain allowances to handle passes/promotions/etc Jan 11, 15:28
