There's never been a film with a budget this size on PVOD. I think there were other issues that were more impactful than price
1) Making the date when it move down to disney+'s non-premier tier public. This is where price point likely played a factor.
2) Having it on Disney+ as a "premiere" title rather than putting it on all TVOD platforms. Likely caused consumer confusion
3) The movie probably wasnt an "A" for audiences, unlike the other Disney live action remakes
