Found the cause.
This website has something that when you install Divx player addons in Internet Explorer 8 (WiN XP)delivers an error and locks down the scroll menus.
The question is who should change HSX, DiVX or IE8. Did not detect the error in any other webpage but I am not certain as to what code was each page that I checked so to whom you report this kind of stuff?
If you disable the addons and rest your IE8 the scroll menu works fine.
