The way the system has been done for years and years has a reasoning to it.
Your suggestion does not understand and/or awknowledge the was thingys are IPOed at HSX.
Blockbuster Sequel IPOs are usually wanted by the players after a great opening weekend (like Guardians Of The Galaxy or Teenage Mutant Ninja Turtles). It is not fair to IPO a sequel until there is an idea of what the original might actually cash out at. HSX usually waits to IPO Blockbuster Sequels until the week before or the week after the original delists (sometimes we are lucky and can take the money from the cashed out original and apply it to the sequel IPO)
Starbonds are usually planned well ahead of their IPO dates. HSX decides who is worthy for an upcomng IPO and then tries to coordinate the IPO date with one of their projects. Many times a starbond and a limited moviestock that they are attached to will IPO on the same day. Other times a starbond will IPO a week before their first wide release is released.
HSX is cute sometimes and will wait and group moviestock IPOs based on some theme. One day we might get 2 moviestock IPOs that have the same starbond attached to both. Some times we get two moviestock IPOs that deal with aliens (or animals, or politics, or horror).

Simple answer... It would not.
Most of the well known performers who appear in movies already have starbonds and the starbonds being IPOed are mostly up and comers, perfromers that not many people know but are expected to be big soon.
Most players would rather use their time reading news and trading stocks instead of figuring out who these starbond candidites are. Even if players took the time for research and voting it would become a popularity contest. The hotest actresses would automatically win over the other choices.
A well known successful long time HSX player teased the HSX admin when Chris Pratt (Star Lord from Guardians Of The Galaxy) was IPOed claiming Pratt would never be star material.
What are the chances of foriegn language performers being voted on by HSX Players? Unknown indie actors? Indie directors?
I see that Race IPOs this week starring Stephan James...who? He is the dude on the Race stockpage picture... he will also be starring in When The Game Is Tall and also starring in Selma. He will likely be getting a starbond soon. Probably sometime between When The Game Stands Tall and when Selma releases. Stephan James has been a TV actor and When The Game Stands Tall would be the first movie into his TAG. Starbonds do not adjust for the first movies into their TAG so it would be a waste of time to IPO him now. It would be better to IPO him closer to the release of Selma... so HSX will likely wait to IPO him until then when it is more practical and useful (eventhough we know of his rising star now)
The HSX admin does insane research into these matters and has done a great job for years and years making sure the IPOs are relevant and worth adding to the game. All of the moviestock IPOs are timely and the HSX admin has a pretty good idea about which stars are up and coming and worth IPOing.
