According to "The Secret History of Star Wars" the other mentioned in Empire was a completely new character who would become the focus for the then planned next trilogy.  But Lucas then decided to wrap everything up with Jedi so the other became Leia.  Although now it looks like foreshadowing Leia's powers all that is happening is that Luke is using the Force to reach out to the person closet to him (since Fett has taken Han away by that point).

Leigh Brackett's original draft for Empire does mention a twin sister for Luke but she was not Leia.  The idea was that she would be training to become a Jedi in another part of the galaxy and she and Luke could team up in future episodes.
