Winter Soldier became Capt America (wore the uniform used tbe name) for awhile after there was an assassination attempt against Steve Rogers Captain America and he was thought to be dead

Marvel likeky made that deal so SSTAN could follow that storyline and take over the francbise in case Chris Evans did not sign on for more films
