you got to remember at the time, hollywood was avoiding making movies about nazi germany, so this was a revalation in hindsight although Chaplin himself regreted making it so comedic after learning (as the world did) that the jews were being not just repressed but slaughtered.
He shouts here because he wanted people to hear him.
