the balls harder to catch. Those that did get stopped shot quite near the middle of the goal, and that's not good enough when you are facing such an expert goalkeeper.
Also, Costa Rica's own goalkeeper is among the best in the world, so by roughly the same logic (or standard), the Dutch had better penalty executors.
