Bond funds set so high!!!!!

Why are the bond funds eligibility set at 100 million? seems like an awfully high bar !  I have 25 mill but it will be 30 years before i will be eligible at this rate. Any way we could set up tiers for novices, intermediates and aces or something of that nature so more could get involved? I think that i would become even more involved if i could manage a fund.  thank you for your consideration in this matter! Merry x-mas to you all!!!!!
