Am guessing it's all been long since decided since production on pt 3 and 4 started Sept 16, 2013. (poss spoilers)
The main reason WHARR is not attached yet is as Antibody said on the Suggestions Board when I brought it up a couple weeks ago:
They have not announced who the cast of the next TWO movies will be, most likely to avoid spoiling who doesn't make it to the 4th movie.
Although WHARR's character survived the 2nd film, he may or may not survive the 3rd (I have no idea - have not read the books), but he will certainly be IN the 3rd film.
IMO WHARR should be attached at least to Pt3 and hold on Pt4 until we find out his character's fate later this year.
