Question about the history of HSX

How is this site run? I remember hearing a while back that HSX was part of a larger business that was shut down, but then how is this site still up? Is there staff, or is it voluntarily run (DMac)? I also remember reading somewhere that millions of dollars were spent on this site. For what, if you don't mind me asking? 

Just curious about the history. I've read the 'history' posted on the website, but I'm looking for a little more detail.
