after quickly reading up on this I don't see how he couldn't have at least known something was wrong. There's no way he couldn't have known about the traffic jams the lane closures were causing. Knowing that he HAD to ask what was causing them and could they be mitigated. At that point either he was told and let it continue OR his entire staff systemically lied to him. Since he hired that staff, either way he is responsible so it doesn't really matter if he's lieing now. If he DIDN'T ask, then he either already knew (toss him for criminal conspiracy) or he's so grossly imcompentent that he needs to be tossed as a menance to public safety. The buck stops at his desk no matter how he tries to spin it.
