Question regarding the new the new shares held on HSX stat and IPO's

Doesn't this stat eliminate some-maybe all- of the risk in buying an IPO?

Wouldn't it be safe to assume that if there are more shares held long than short when

an ipo is released that it will automatically rise (or fall if more shares are held short)?

Or is there a variable here that I am missing?
