Because CONCACAF wouldn't allow them to take their main squad to Copa America and send the U23 to the Copa Oro. So Mexico used their main squad and won the Copa Oro (which is not a surprise), even with half the team testing positive for clenbuterol (wow, I didn't know the english name of this drug... was surprised to find out I only needed to change one letter...)
But I get what you mean, Brazil - Argentina would be the dream final. But like we were saying, watch out for Chile. And I wouldn't rule out Uruguay either...
