The problem is that Abrams has a history of "Wouldn't it be cool if?" ideas that he doesn't follow up on.
The complete lack of explanation of what the Island was in 'Lost' is an example. The show runners of 'Alcatraz' likely have no clue themselves why or how the prisoners were moved in time so they can't write a coherent, consistent story explaining it.
