After terrible new shows last season, Fox has given this new group of premieres a LOT of thought.

Andy Samberg and Seth McFarland are acting as network ambassadors per season.  As Fox fall is always broken up with MLB playoffs and with the Olympics in February, I see Fox airing more episodes before pulling the plug on any show.

Sleepy Hollow is quirky, it may catch a niche audience and at least run all 13 episodes.
