I've never heard of it in Montreal, and we get some whoppers up here. The most was warnings to stay off the roads.
Sometimes roads are blocked off due to excessive snow on them, but never a general order.
The US is getting more and more authoritarian. People should have the freedom to go out on the roads, and kill themselves, if they wish.
