do the entering of totals or payout of tips, it would be the manager or primary cashier. its likely the customer was gone by the time the slip was turned in, so i understand not being able to check with the guy, but the manager could have withheld paying the server the tip until it could be checked out
there is no criminal act here. (unless she had written the tip in illegally, but the customer admitted he wrote it)
