Based on the IE code. There is NO WAY Microsoft built a whole new browser from scratch.
Even if they did I'm not sure it would be an improvement. Many of the issues with IE are because of MS' corporate culture which led them to tie it so closely to the OS, put huge backdoors in the code so they could muck with the user and deliberately make it not use the agreed standards.
