What kind of shelter? I've checked out the FEMA plans for self-build shelters, anchored to your concrete garage floor.

...heavily framed up, and several layers of heavy plywood, with a sheet metal layer, etc. Have considered building one, though I'd only build to sitting height, to reduce the damage profile as much as possible.
