By "funded retirement" I don't mean redistribution. I mean that there's a system in place that ensures people's retirement is funded.

So, a system similar to what you say - strengthening savings and investments, wages and ownership. But it would still require some sort of framework that sets the rules, tax incentives, safety nets etc to ensure that those future pensioners don't eat cat food.
