i haver a question about leagues and accepting members ... details IM

i just started up a league for fun w/ a few friends, and one of them applied to join a little while ago. i went in to accept, and accidentally hit 'reject' instead of 'accept' ...

can they reapply? can i correct that and accept them into my league? or, as a last resort, can i make it an open / public league so that anyone can join?
