From what everyone is saying its the _streaming_ services that don't want to give Neilson the info.

The reason for Neilson ratings was to set advertisement prices. Since many of the streamers are subscription they don't need advertising. And likely the ones that do sell ads don't want their spin numbers being undercut by ratings and compromising their asking prices.
