Sure, on one level it was about states' rights - but what particular rights did the Southern states decide to go to war over? The right to make laws that allowed people to own other people as property. You can't remove the context.
This law is proposed in the context of several lawsuits against businesses that refused to serve customers who happened to be gay based on their personal religious grounds, and law-makers in other states proposing similar laws that specifically allow discrimination based on sexual orientation because of "religious liberty".
Is there some other specific infringement on religious liberty that this bill trying to prevent?
Added to that is mike255(!)'s point that under this particular bill, anyone could discriminate against anyone on religious grounds. When mike255 has a better argument than you do, it's time to rethink your position.
