money. Legally no one can shut down these tiny cities, but the state is looking into passing a law limiting the percentage of revenue from court fines. Of course the people in charge then complain they won't have enough to run their city. Well DUH - that's the point. They'll have to disencorporate and be folded into another city or the county.
And when you're reading don't confuse St Louis County with St Louis City - 2 different areas. The City is it's own county (if you read any census or other official stuff it is called St Louis City County but that's the only place you'll see that). Yes stupid again but that's the St Louis area for you.
