Oh, they're quite aware of that. One of the "scandals" from early in Trump's term was his habit of tearing up every piece of paper
that crossed his desk after he'd read it. Notes he wrote - torn up. It is an unthinking habit he has. All of which is supposed to be preserved. They had to hire a bunch of people to collect all the bits of paper and tape them back together.
Such innocent days....
