your example is interesting but its apple and oranges. You can loop development costs in a budget but NZ is only going to accept costs incurred that involve NZ and trust me, they will ask for the receipts when they are sending $100m of taxpayer dollars to Amazon. Licensing costs will be accountable as recoupable costs back to the estate when (and if) they are paying overages. Not to NZ for production costs
But I'm only speculating based on what I read. It does seem logical to me that production costs are $400m+ given the scope of the series and Amazon's lack of production oversight.
