When they are all added up, BIDEN and TRUMP will cash out based on how many votes each gets. You seem to think that, for HSX purposes, Congress has to certify the election results, which is not true. Once the final tally is announced, they'll cash out. Stop confusing the real-life election process with HSX's game process.
