the most common reasons are...

  • Your IP address is detected as being from a country that is not permitted (VPNs and traffic anonamizers can do this sometimes)
  • There is an update to the site or database being deployed
  • There is database maintenance happening
  • You are submitting a forum post where there is text in it which is getting flagged as risky (verbiage or by various tools that watch for potential security issues)
There are other possible reasons ... but most of them are due to activity getting flagged as risky which, if you get caught up in those you are probably doing something you should not be ;)
