Stock manipulation?

Almost every day I see a penny stock suddenly go way up in value.  For example, today DTRCK went from $0.05 to over $1.50, a 3000% increase.  It IPOed over 5 years ago, and I haven't heard any news about it recently.  Did I miss something?  Is there a reason why this stock should be going up?  Or is this players with multiple accounts, or groups of players working together to manipulate prices?  Can HSX look at the trades to see if there are common players who are always the first to buy these stocks?
