What happens is you get charged the price your transaction will change the price to. (More inside)
So that $0.10 stock you buy would change to $0.12 as a result of your trade, so $0.12 is what you get charged. I've seen this on many of the various fake stock exchange sites. The idea is to prevent a player from making massive amounts of money by just buying a stock, then selling it for a profit at the higher price their own purchase moved it up to. The sale then kicks the price back down to where it started and the player can simply repeat until they get bored with clicking the mouse.
Personally I'm not sure that's necessary here since HSX also charges a 1% commission, probably for the exact same reason. Doing both seems to me like either overkill or there's another possible exploit in the price control/change code that needs to be covered for. (That last bit comes across sounding worse than I intend BTW.)
