It was orginaly created to encourage trading on weekends. At the time most people still had dial up

and would tend to reserve trading for when they had high speed internet at work. When comm free was instigated it boosted trading on weekends. Now most people have high speed internet at home and the need is no more. It has a detrimental effect at this point.
