That is:

10 = low double digits

11= middle double digits

12 = high double digits

13-14 = low teens

15-16 = mid teens

17-19 = high teens

... and I don't believe that.  At least, when I used this kind of language in conversation with banks in part-time jobs, we would never describe this range with this kind of idiomatic detail.  I think whoever prepared the RS summary just dropped the usual "teens" for "double digits," so that...

10-13 = low double digits

14-16 = mid double digits

17-19 = high double digits
