I don't have the stats, but I don't believe Americans are more prone to "going off".

Here in Montreal, Canada, we control our firearms more strickly than US, and in the 30 years, we've had at least 1 mass shooting every decade.  I believe it's just a matter that withing any large population there are people who "go off".  But if we limit the amount and type of weapons, these people will do much less damage when they go.
