place to manage the risks. eg they have to have an evacuation plan that ensures people can get out safely in the event of a fire or another emergency, they have to have a plan for dealing with violent people, they have to have a system so they can identify threats as quickly as possible (eg cameras and a guard watching the cameras), they have to know when to call the police or emergency services and have someone trained to give the information that 911 requires, they probably have to have someone that can provide first aid on site, etc etc...
