. . .and likely in agreement with Moviesnob's comment, it's worth differentiating between a region and a city. Los Angeles is, by itself, a big city. NYC is even bigger. San Francisco (City) is a geologically constrained space with less than 1M people.
San Francisco is relatively dense, so it may make sense to keep it locked down longer. The population of the Bay Area is around 7.7 million and while the majority may all lean politically in the same direction, it's a generally pragmatic population. Cannot imagine the rest of the Bay Area would follow San Fran's lead.
