Like PLANET HULK for THOR3 it would need to be a pretty loose adaptation (spoilers for possible multiple MCU films)

Rumor is that the Illuminati will be setup in Dr. Strange 2 which is the core conflict in WWH in the comic series he blames them for killing the pregnant mother of his son, if it's a storyline that has to be built up in Dr. Strange 2, it's likely either killing or not killing an out of control Scarlet Witch is what sets him off instead. 

THEGWW: At last a Hulk solo film, World War Hulk will begin production late 2022. Apparently Universal's rights have reverted back to Marvel notfabio Oct 20, 13:36
