There is no progress (or work being done on the project) = concept (an idea)
They have been thinking about how to make the movie for 15 years now (animated vs live action; sci-fi vs action...).
They have not even begun working on a script.
The director will be moving on to 20LUS next (which could up being a franchise) which will take all his time in the immediate future.
The stock was moved to concept because there is no active work being done on it and their are no plans for the forseeable future.
RRAMA will most likely move back to developement when a writer is hired or Fincher declares it as his next project (in your linked article he declares 20LUS his next project, so maybe after 20LUS is made he might declare this one his next project...)
