He was non-commital about his next project and doesn't even think it will be a sequel to Girl with a Dragon Tattoo, which neither has a script or an IPO. The stock for RRAMA was concept in October when MFREE was interviewed by MTV and was asked about it, and he still said it's something being discussed, which in my opinion is development. Clearly, it's still very much on his and Fincher's minds even if they're still figuring out how to do it. That is part of the development process. Plenty of movies on the exchange are listed as "development" even though they don't have an active script or screenwriter working on them. If Fincher offered Rama as an example as something he has on his mind, it clearly has a better chance of being "developed" than one of the movies he's not thinking about... or CHEF, which he says is dead despite it being listed as "Development"
