It was ages ago - maybe even when the new Starbond system was implemented... in 2001? Personally, with $3.7 billion in cash I'd love to see
the cap removed, but without a rationale addressing the reason why HSX implemented the cap in the first place, I don't see it happening.
Also, to play devil's advocate, HSX has introduced a couple of other cash-sopping (and profitable)features like the CX.derivatives since the change, which provide advantages to larger ports.

We converted to the current StarBond system in October, 2001. Virtually ALL of the rules implemented at that time are still Dec 16, 12:52
