I know there are rules for bucket list. But isn't the person actually getting delisted kind of arbitrary? {nm}

only bucket list rules I've read have been on your site. I know 3 years is eligible with directors given more time. BUT just cause..

"discretion" =/= "arbitrary". They inactivate them when they meet a specific criteria when they feel it's appropriate, but not randomly
