The factor is whether she is credited in the publicity materials for the film - the trailer, the poster or given that the film is in release
the main credits. (Not the scrolling credits that list everyone including Stan Lee as "Old Geezer" or whatever cameo he's pulling this time) Length of the on-screen appearance does not matter.
So sometimes you get small roles that are credited (because the film-makers stuck the actor's name in the main credits even though they were only in one scene - all those cameos in JSVSA) and other times they are not (RDENI in AMBUL, MDAMO in EUROT, all the cameos in AUST3), maybe because the star asked not to be credited at all.
