how many should really be listed as cameos?

I will start with MGAMB.     I do not remember him uttering a line, only a couple of visuals.   

We all love a lot of adjustments in movies at maximum Bond value.  BUT.....I have always felt that if COCOX (LYARD) was  a cameo and SBEAN (LRDR2) was not, there should be lines drawn somewhere.
